"Jitter is the undesired deviation from true periodicity of an assumed periodic signal in electronics and telecommunications, often in relation to a reference clock source."


Basically, jitter is a timing error in your music; one bit is a little to early, the next one is a little to late. This will add 'noise sidebands' to the music, but these are almost always inaudible. Normally, jitter isn't noticeable, but could affect the overall 'feeling' or 'emotion' of the music; it's one of the reasons different DAC's can sound so different. 


As far as a characteristic, jitter is difficult to measure, and it's very difficult to quantify it's audible effect without just listening; it should not be an issue with any DAC of reasonable quality.
